While working for union employers for the last 43 years, I have seen firsthand the impact of layoffs and forced retirement as a result of deregulation. My experience keeps me focused primarily on our pensions and our job security.
In 1996, I was a maintenance painter at Southern California Edison (SCE). Pensions were tied directly to corporate stock; and for a significant time, devalued 60% or more. Private power companies were forced to sell off all their generating stations to non-union companies, ripping apart Union Members’ lives. This local, led by Brian D’Arcy, carved out all Municipal Utilities in California from this horrible legislation.
Under D’Arcy’s leadership, I represented Unit 4 General Construction creating the General Construction (GC) Core Agreement in 2000. Through my work as a Water and Power union leader, hundreds of new Civil Service jobs were created. I have continued to be a lead negotiator for union workers’ rights.
I was the lead negotiator for Unit 50 Burbank during Pension Reform, successfully retaining benefits for those members. In 2009, I was the Second Chair for Negotiations in Azusa. After two months of stagnation from management and rallying from Union Members at City Hall, Gus Corona and I took the lead. We pushed City Management to a successful contract within weeks.
And in 2011, I was the Lead Organizer for representation at Glendale Water and Power. This was a long-standing battle, ultimately won when membership overwhelmingly voted for representation by Local 18. I was the lead negotiator on the last two contracts for Glendale Water and Power, led rallies and organized members to demonstrate at various City functions, and worked to organize 140 members into Unit 40.
Then in 2013, when the City of Glendale unfairly laid off 17 of our Brothers and Sisters and forced many others into early retirement, we launched a legal battle that lasted 10 years. I was the lead during this fight, and the final negotiations on the settlement that resulted in over $5,000,000 in justified compensation for our members.
Now, we are under attack from Charter Reform. Civil Service protections are at risk. Privatization is a serious threat. We face budget deficits, the loss of significant contracts for DWP work, and new contract negotiations in 2026.
My negotiations on many settlements and Letters of Agreement have improved working conditions and compensation for our members. I work directly with management on the Training and Safety Letters of Agreement for Supervisors in the Supervisory Blue Collar MOU as well as our initial Power Engineering LOA, resulting in hundreds of supplemental Engineering positions in the Power System.
I am proud to have directly represented so many Units here. Unit 1 has been a particular challenge and pleasure, but I have also represented Units 3 (Test Technicians), Unit 4 (General Construction), Unit 9 (Steam Plants), Unit 10 and 10 A (Victorville/Adelanto and Boulder), Unit 12 (Supervisory Blue Collar), Unit 14 (Fleet Operations), Unit 19B (CR&FS Shops), Unit 40 (Glendale W&P), Unit 50 (Burbank), Unit 52 A (Mojave) and Unit 52 (Owens Valley). I am also so proud to be appointed to represent all of you at Local 18.
It was the great honor of my career to be appointed Business Manager at such a critical moment for our union. I’ve seen the challenges we face and we need a solid team behind me that will stand up for you, and will stand up for the truth no matter who is in opposition. I trust these members will hold me accountable and represent the best interests for all of us. Support us and support our future. Vote the Marrufo Slate.

I am running for President because I love serving, representing, and seeking out the best for our membership. I take great pride in knowing that every day, everyone gets home safe and their families are going to be taken care of, no matter what may come, because of decisions made within our local.
When I joined the local 26 years ago, I went from living paycheck to paycheck - without knowing what I was going to make - to knowing exactly what I was going to take home thanks to our union. I finally had medical benefits for my family, and gained financial security knowing I’d receive regular pay increases without question.
If elected, I'm looking forward to all of our Local 18 siblings coming together stronger than ever with transparency, ensuring the entire membership is involved and has a voice in the decisions that affect our lives and the lives of our families. It has been an honor to serve as your elected President for the past three years, and I would be honored to continue leading the membership for a second term.

Vice President for IBEW Local 18 -
I have been a proud and active member of IBEW Local 18 since 2014. It has been my honor to serve as a Shop Steward for Local 18 beginning in 2018 and Chair of Unit 9 beginning in 2021. I am currently stationed at Haynes Generating Station working as an Instrument Technician.
I am humbled and honored to have been nominated for Recording Secretary of IBEW Local 18. In this position you have my commitment to be fair, honest, and thorough while upholding the integrity and strength of our union. I will continue to fight for, and advocate on behalf of our members, in order to defend the rights and benefits our union has so diligently fought for, and continue to fight to maintain.
It is my firm belief that we are stronger together, and it is my aim to foster an environment where we all feel united. I believe in this union and I believe in solidarity. Thank you for this opportunity.

I have been a dedicated Local 18 member since 1984, with my career at DWP starting in 1982. For more than four decades, this great union has been a major part of my life, and my loyalty to its members is unwavering.
It has been an honor to serve our members through years of experience in key elected and appointed leadership positions, giving me a clear, working understanding of how our union operates and functions. My roles include serving as the elected Local 18 Treasurer since 2016, EWMC Recording Secretary, a Health & Welfare Trustee, a former Local 18 Shop Steward for over two decades, and an Executive Board Member.
Throughout my entire career, I’ve championed the rights of every member. My track record proves this commitment: as a DWP Retirement Board Member, I was a powerful and constant voice on the Benefits Committee, successfully advocating for employees to ensure they received every benefit and protection they rightfully earned. I also successfully developed programs that directly helped working families, personally supervising the launch of the vital Family Care Program and the creation of the Child Care and Lactation Programs at DWP. These programs significantly enhanced our members' ability to balance work and family responsibilities. From standing strong on the front line as a strike captain in 1993 to holding the position of Assistant Business Manager, I have consistently protected our union's core values.
As your current Treasurer, I will bring unmatched leadership, deep institutional knowledge, and unwavering commitment to effectively perform the duties of this position. My focus will always be on strengthening our union and honoring the loyalty I owe to the amazing members who make Local 18 the great organization it is today.

17 years ago, I followed in my mother’s footsteps to become a proud second generation IBEW member. I was hired as an Electrical Mechanic Trainee at LADWP in 2017, became an Electrical Mechanic in 2021; and in 2024, was promoted to Senior Electrical Mechanic in Electric Station Maintenance, Unit 19, out of Palmetto Yard.
Representing coworkers as a shop steward for the last three years has been an honor. Ensuring members know their rights and have support defending them is a responsibility I take seriously.
I also serve on the Local 18 Executive Board, the Local 18 Women’s Committee, as a Health and Welfare Trustee, and as a member of the Electrical Mechanic Training program JLM.
Vote for me for Executive Board and I will continue to represent the best interest of our membership with honor and integrity. My life has been, and continues to be, defined by opportunities afforded to me by the union. I will fight to preserve such opportunities for current members and future generations.

I am proud to have been a dedicated member of Local 18 for 24 years. With 15 years of experience as a Shop Steward, 6 years serving on the Executive Board, and 6 years as a Trustee for Local 18’s Health & Wellness Fund, I have consistently fought to protect and strengthen the rights of our members.
I am now seeking your support as I run for re-election to the Executive Board. As a union representative, I never shy away from standing up for those in need — even when it’s not the popular choice. My commitment to fairness, transparency, and member advocacy remains unwavering, and I would be honored to continue serving you.

I’m running for re-election for the role of Executive Board Member of IBEW Local 18. I am currently a Utility Executive Secretary within the Power Executive Office at JFB.
I’ve proudly served our union in several roles within my 10 years as a member, Shop Steward, Recording Secretary, JLM Committee Member, and as an Executive Board Member for the past 5 years. With 25 years of Civil Service experience, including 10 years at LADWP, I’ve worked across Water, Power, and Joint Systems, supporting everyone from Clerical staff to Engineers, Electrical Distribution Mechanics, and Craft Helpers
I’m running because I believe in what our union stands for—protecting our rights, strengthening our workplace, and building a better future for the generations to come. My commitment is simple: to be fair, honest, ethical, and a strong voice for YOU, the membership.
Together, we can continue to keep Local 18 strong. I humbly ask for your support and your vote.

I am a Journey-Level Electric Station Operator in the West Los Angeles area. I have been employed with the Los Angeles Department of Water and Power for over 7 years and previously held the positions of Steam Plant Assistant, Electrical Craft Helper, and Electrical Service Worker.
While I have not yet had the privilege to serve the union, I have been a consistently engaged IBEW Local 18 member throughout my time with the Department. I prioritize creating safe working environments for my fellow coworkers, making sure everyone is informed of their workers’ rights, and feel confident in the duties they perform.
I value the IBEW Local 18’s work to advocate for employees’ rights and benefits, and am excited for the opportunity to represent my fellow employees to the best of my ability.
During my off time, I enjoy spending time with my family and friends, especially my wife as we prepare to welcome our first child at the end of the year.

I have spent the last 24 years working in the Water System, and am currently a Water Utility Supervisor in Water Distribution at Central District. I have been a proud Union Member for my entire career at the City; but being a member of IBEW, Local 18 the last 24 years has made the difference between having a job and a career.
I have never been afraid to speak up for what's right, resulting in several leadership positions with the union. I was a Unit Chair for Unit 53, a Shop Steward for 7 years, Worker Safety Group Tour Labor Representative, a member of the Water Distribution JLM and am currently a SafeStart instructor. I was on an Accident Investigation Committee after a member almost drowned on the job. We successfully fought for safer work practices and changes in policies when working around water.
I have previously served on the Executive Board, and am running to stand up for all members- proudly representing the Water System. I am known for being strong-willed and determined to get things done.
I promise to ensure our Union Members continue to be compensated properly for their work, and have the best benefits package in the nation - protecting our pension at all costs.

My family has benefited immensely from being part of this great organization and I want to give back as much as possible. Our union’s strength comes from each and every member, standing in solidarity, against the threats against our livelihoods. I humbly offer my continued service as a board member and am grateful for your support.
